As the measures are slowly withdrawn and the economy rebounds, the budget deficit is expected to decrease to 2.7% and 1.9% in 2021 and 2022, respectively (IMF). Similarly, the debt-to-GDP ratio grew in 2020, surpassing the 60% benchmark of the Maastricht treaty to reach a level of 67.9%, and is set to gradually increase to 69.1% by 2022 (IMF). Finland’s economic freedom score is 76.1, making its economy the 17th freest in the 2021 Index.
